This is a multi-level scheme. You pay them $10 a month to have a website that invites other people to sign up through you. You get commissions on 5 levels. Like all multi-level plans, it only works while you and the 5 levels under you keep finding more people. Only the founders get a cut from all. Eventually all the gullible people have dabbled and it fades away.

You can get a normal .ws  (Western Samoa)  domain name from any normal web registrar such as godaddy.com and have a ws website for youself for about $5 a month and you decide what to put on it.
The .ws name never really took off for Western Samoa, especially since the country is now just called Samoa. Some entrepreneurs tried to convince the world it stood for world site, then web site, but like many marketing ploys not everyone bought into the idea. Some others also tried this with .tv as a domain for television instead of the country Tuvalu with mixed success.

Gotta admire the never-ending creativity to make a buck!
