American Samoa is going to ban stores from using plastic shopping bags early next year.

The bill states that plastic bags litter the landscape, streams, pollute the ocean and take centuries to decompose. And marine animals can become entangled in the bags.

Gov. Togiola Tulafono said in a letter as he signed the bill, "I believe this ... is a step in the right direction toward protecting the natural beauty of our islands and our native land and sea creatures."

The law takes effect Feb. 23, 2011 and exempts shopping bags produced from biodegradable plastic.

This is a great idea, should have been down years ago.  The folks in Europe have been doing this for decades.
