Gov. Togiola breaks ground for $1.5 million AS-EPA Green Building

 Governor Togiola Tulafono today broke ground on the new American Samoa Environmental Protection Agency (AS-EPA) building Utulei.

Governor Togiola said the new AS-EPA building will be the first structure in the Territory that will be constructed utilizing the internationally recognized standard for sustainable design known as Leadership in Energy and Environmental Design (LEED).

“We’re going green, and AS-EPA will lead the way with this new building that will stand here as the first LEED certified building in American Samoa, which is all part of our efforts to develop a green and more sustainable island community environment,” said Governor Togiola. “Our commitment to sustainability will be reflected in this new home for AS-EPA,” said Governor Togiola.

The AS-EPA Green Building will be a 9,000 square foot, two-story structure to be built between the current office building and the government print shop in Utulei. The construction will be done by the Department of Public Works (DPW) at a cost of $1.5 million. The project is funded in part by the American Recovery and Reinvestment Act, United States Environmental Protection Administration (USEPA) consolidated grant funds, and Territorial Energy Office (TEO) assistance.

Governor Togiola said the new construction will involve a major renovation of the existing AS-EPA office site that will highlight sustainable building design and practices. The AS-EPA plan for the project is to implement financially feasible, technologically sound strategies to conserve energy and to surpass current norms for water management, and the quality of the indoor environment.

Governor Togiola said some of the technologies that will be demonstrated in this project are photo-voltaic arrays, energy-efficient lighting, reflective finishes, water conserving fixtures, energy star rated windows and air conditioning units.

“This AS-EPA Green Building Project is a result of a lot of expert guidance, good advice, and excellent input from a lot of wonderful people and I wish to thank Mr. Carl Goldstein, USEPA Program Manager for the Pacific Islands Office in San Francisco, for his leadership, networking and partnership, and also to TEO Director Mauigoa Reupena Tagaloa and DPW Director Taeaotui Punaofo Tilei for the great inter-agency support and partnership for this project, and especially AS-EPA Director Fanuatele Dr. Vaiaga’e To’afa for taking this first step for American Samoa to pursue a greener, more sustainable island home,” said Governor Togiola.

Governor Togiola also announced at the groundbreaking ceremony that because the responsibilities, duties and functions of the AS-EPA is now wide-range, and integral roles in agency-related activities have grown, he will introduce legislation to formally create the American Samoa Department of Environmental Protection Administration in the January session of the Fono.

Also in attendance were Reverend Tofiga Tofiga Jr., Congregational Christian Church of American Samoa in Alao, Samoan Affairs Secretary Tufele Fa’ato’ia Li’amatua, and Procurement Deputy Director Mrs. Ivy Tuaolo Taufa’asau. AS-EPA staffer Lilimaiava Okenasio was emcee.

“I am very happy that, with the construction of this new building, we will have the environment in mind for future projects,” said Governor Togiola. “The green building designs and practices are good for our island environment.”

Do you have any updates on the current building status? I am trying to build similar energy efficient building..
